สำนักงานการวิจัยแห่งชาติ จัดทำฐานข้อมูล DRIC เพื่อจัดเก็บและเผยแพร่ข้อมูล ด้านข้อมูลการวิจัยและเอกสารทางวิชาการของประเทศไทย เพื่ออำนวยความสะดวกให้ผู้สนใจสามารถเข้าถึงและนำผลงานจากงานวิจัยของประเทศไปใช้ประโยชน์ และเป็นแหล่งเผยแพร่ผลงานวิจัย ผลงานด้านวิชาการ ของนักวิจัยที่รับทุนวิจัยจาก วช. หรือนำหน่วยงานวิจัยในประเทศนำส่งมายัง DRIC

NRCT implements the DRIC database for storing and publishing Thailand’s research and academic materials. It aims to facilitate the interested parties to access and bring national research to become a source for disseminating research outputs and educational works of researchers who received funding from NRCT or federal research agencies submitted to the DRIC database.

ฐานข้อมูล DRIC ให้ความสำคัญต่อกระบวนการสงวนรักษาข้อมูล ของไฟล์ดิจิทัล เพื่อให้ข้อมูลสามารถเข้าถึงได้ในระยะยาว และปลอดภัย โดยได้ กำหนดรายละเอียดของแผนการสงวนรักษาข้อมูลไว้ดังนี้

DRIC database places importance on data preservation processes of digital files for ensuring long-term accessibility and security of data. The details of the data preservation plan are outlined as follows: 

1. DRIC ดำเนินการจัดเก็บไฟล์ข้อมูลของเอกสาร โดยอยู่ภายใต้กรอบความร่วมมือของหน่วยงาน 2 แห่ง ของประเทศ ได้แก่ National Research Council of Thailand (NRCT) และ Office of the National Digital Economy and Society Commission (ONDE) ซึ่ง โดย ONDE เป็นผู้รับผิดชอบด้านเครื่องแม่ข่าย การสำรองข้อมูล Backup การรักษาปลอดภัย ผ่าน ระบบ Government Data Center and Cloud service (GDCC) ทั้งนี้ เงื่อนไขจะเป็นไปตามนโยบายทางเทคนิคของ GDCC

DRIC collects document data files under the cooperation framework between two national agencies, namely the National Research Council of Thailand (NRCT) and the Office of National Digital Economy and Society Commission (ONDE). ONDE is responsible for the server and data security backup through the Government Data Center and Cloud Service (GDCC) system. Terms are subject to the GDCC technical policies. 

2. DRIC ได้รับการสนับสนุนด้านงบประมาณจาก NRCT ซึ่งมีคณะทำงาน DRIC ทำให้หน้าที่ดูแลระบบคลังข้อมูลและรับผิดชอบการนำฝากข้อมูลเข้าสู่ระบบ DRIC ทั้งหมด

The NRCT funds DRIC. DRIC working group oversees the database system and is responsible for depositing data into the DRIC system.

3. DRIC จะดำเนินการจัดเก็บข้อมูลเอกสารทุกชนิดที่จัดส่งมาเข้าสู่ระบบฐานข้อมูล แต่จะปฏิบัติตามขั้นตอนได้แก่แปลงสภาพ เอกสาร (Digitization) ให้อยู่ในรูปแบบไฟล์ดิจิทัล และอยู่ใน File Format ประเภท PDF และ PDF/A ทั้งนี้เพื่อ ความเหมาะสมต่อการ สงวนรักษา เผยแพร่ นำกลับมาใช้ใหม่ และ เข้าถึงได้บนเว็บไซต์ DRIC

All kinds of documents submitted into the database system are stored following the procedure, such as converting the document to a digital file in PDF and PDF/A formats for preserving, distributing, reusing, and accessing the DRIC website.

4. ไฟล์ดิจิทัลที่นำฝากเข้าระบบจะมีการกำหนด metadata เพื่อให้ข้อมูลกำกับรายละเอียดเอกสาร โดยอ้างอิงตามมาตรฐาน Dublin Core

The digital files deposited into the system are classified in metadata to provide detailed documents based on the Dublin Core standard.

5. ข้อตกลงการจัดเก็บไฟล์ดิจิทัลอยู่ภายใต้เงื่อนไข Open data ที่ให้สิทธิ์ผู้สนใจทั่วไปในการเข้าถึงไฟล์เอกสารผ่านทางระบบ DRIC ทั้งนี้ผู้ใช้งานต้องลงทะเบียนก่อนจึงสามารถดาวน์โหลดเอกสารได้

The digital file storage agreement is governed by open data terms that give the general public the right to access the documents via the DRIC system. Users are required to register before downloading the documents. 

6. ลิขสิทธิ์ของไฟล์ดิจิทัล เป็นของหน่วยงานเจ้าของไฟล์ข้อมูล

Digital file copyright belongs to the organization that owns the data file. 

7. การจัดการนำฝากข้อมูล กระทำโดยคณะทำงาน DRIC เป็นผู้นำฝากเข้าระบบ ตาม Work flow ที่ได้กำหนดไว้

The DRIC working group acts as  the depositor to store files into the system according to the workflow structure.

8. การจัดเก็บไฟล์เพื่อสงวนรักษา ระบบ DRIC จัดเก็บไว้ในคลังสารสนเทศดิจิทัล โดยไม่ทำลายไฟล์ดิจิทัล ยกเว้นไฟล์ดังกล่าว มีการตรวจพบว่ามีเนื้อหาละเมิดข้อตกลงการนำฝาก ได้แก่ การละเมิดด้านจริยธรรม การเมือง การปกครอง หรือขนบธรรมเนียมจารีตประเพณี หรือการละเมิดในด้านลิขสิทธิ์ของผู้เป็นเจ้าของไฟล์ หรือเจ้าของไฟล์ประสงค์จะถอนไฟล์จากระบบ

DRICFile storage is for preserving materials on the digital archives in the DRIC systems. This operation is performed without destroying digital files except found violated deposit agreements, including ethics, politics, governance or customs, or infringement of copyrights of the owner of the file, or the owner of the file wishes to withdraw the file from the DRIC system. 

9. คณะทำงาน DRIC จะตรวจสอบไฟล์ก่อนนำเข้า และ ทำการเผยแพร่ไฟล์เอกสาร ผ่านทาง link url บนหน้าเว็บไซต์

DRICThe DRIC working group reviews the files before importing and publishing the documents via the link URL on the DRIC website page. 

10. คณะทำงาน DRIC จะมีการตรวจสอบข้อมูลเอกสาร ก่อนนำฝากเข้าจัดเก็บ และมีการตรวจสภาพไฟล์ที่นำฝากแล้วโดยการสุ่มตรวจ กรณีพบไฟล์มีปัญหาคณะทำงาน DRIC จะเปลี่ยนไฟล์ใหม่ที่ถูกต้อง รวมถึงการแก้ไขไฟล์ หรือ URL หากได้รับแจ้งจากผู้ใช้งานระบบ

The DRIC working group reviews the deposited documents before storage, and the condition of files is processed randomly. If a problem is found with the file, the DRIC working group promptly modifies the file or URL as reported by the system user.
